Diablo 4 Item Upgrades
Item upgrades allow players to raise the level of items that can be equipped, such as weapons or armor, as well trinkets up to a certain amount. They can be done at any upgrader NPC with the appropriate currency.

The cost of upgrading an item could be gold and/or Dilithium according to the item type. Additionally, many upgrades require Flightstones or crests. The amount of Flightstones and Crests needed to upgrade an item is determined by the level of the item. Blizzard also sets a maximum level for upgrades. Upgrading to the highest upgrade level is expensive especially when you're upgrading PvE gear.
Upgrades can also alter a weapon's ammunition or damage die size. They can also alter the weapon's special properties like its heavy or operational property, or hand requirement. Certain upgrades can alter the appearance of a weapon.
Before you make a decision, you should take into consideration the cost involved in upgrading an item. Spend your gold on rare items and not on items of the common or magic tier. Upgrades to these items can waste precious resources, and you'll discover that rare gear is superior to them.
